UAE: "Islamic Affairs" introduces changes to Hajj and Umrah protocols

The General Authority for Islamic Affairs, Endowments, and Zakat has introduced significant amendments to the Hajj and Umrah systems.

These changes pertain to the organization of Hajj and Umrah trips, licensing procedures, and penalties for violations by individuals, campaigns, or offices. The amendments aim to ensure the regulation of pilgrim activities and the performance of Umrah rituals, adhering to the established rules and regulations under the jurisdiction of the General Authority for Islamic Affairs, Endowments, and Zakat.

Licensing and Regulation of Hajj and Umrah Activities

One of the critical updates includes a stringent requirement for obtaining a license from the General Authority before initiating any activity related to organizing Hajj or Umrah trips. This extends to organizing substitute Hajj trips and advertising such services. The decision also strictly prohibits accepting Hajj or Umrah requests or collecting donations for these pilgrimages without proper authorization from the authority. This measure aims to curb unauthorized practices and ensure that all activities are conducted under regulated and approved standards.

The introduction of a 50,000 dirham administrative fine is one noteworthy alteration. This fine is directed at people or organizations that, without getting the required permissions from the Authority, take advantage of services and facilities intended for the UAE Pilgrims Affairs Office in the Holy Lands. In order to preserve the purity of the pilgrimage experience, this rule makes sure that all activities pertaining to pilgrim services are carried out lawfully and morally.

The UAE Pilgrims Affairs Office plays a pivotal role as the official representative of the state during the Hajj season. This office is responsible for providing high-quality services to the country’s pilgrims and liaising with relevant authorities in Saudi Arabia concerning UAE pilgrims' affairs. It also oversees the performance of companies managing campaign headquarters in the Holy Lands, ensuring that they meet the established standards and provide appropriate services to the pilgrims.

The modifications aim to improve the general standard and adherence to Umrah and Hajj services.
