Dubai introduces a new grievance system to enhance military governance

Omar Abbas - | Mix

As part of an initiative to strengthen governance and increase transparency in its military structure, the Dubai Government Human Resources Department has introduced Resolution No. 1 of 2024.

This milestone decision signifies a noteworthy achievement, as it signals the endorsement of a thorough grievances and complaints framework designed specifically for Dubai's military sectors.

Alignment with Decree No. 27 of 2018

At the heart of this resolution lies a set of clear objectives aimed at fortifying the operational framework of military department committees. By delineating procedural and substantive rules for addressing grievances and complaints, the resolution ensures strict adherence to timelines and guidelines outlined in Decree No. 27 of 2018. Central to this endeavor is the organization of submission deadlines for grievances or complaints, thus fostering efficiency and accountability within the military hierarchy.

One further important goal of Resolution No. 1 is to improve military committee performance standards by coordinating their metrics with Central Committee and government standards. The objectives of this strategic alignment are to protect the rights of employees as guaranteed by current law, promote job happiness, and improve job stability. The resolution aims to foster a favorable work environment in military departments by guaranteeing the equitable enforcement of laws and regulations, thereby reducing the necessity of seeking redress from the Central Committee.

To encourage openness and accessibility, the resolution requires the elimination of administrative barriers that prevent people from filing complaints or grievances with military departments. In addition, it promotes early attempts at conflict resolution in order to resolve disagreements in a way that is agreeable to both sides. The resolution, which places a strong emphasis on objectivity and professionalism, also emphasizes how important it is to respect other people in the context of complaints or grievances in order to foster an atmosphere of understanding and respect.

The Dubai Government's HR Department highlights that the adoption of the grievance and complaints system underscores the department's commitment to nurturing job contentment, ensuring job stability, and safeguarding the rights of employees. By streamlining the grievance process from submission to resolution, the department aims to enhance member contentment, bolster administrative efficiency, and ultimately foster a favorable work atmosphere within military sectors.

Ensuring Compliance and Continuous Improvement

To ensure the effective implementation of Resolution No. 1, the Dubai Government HR Department emphasizes the importance of ongoing monitoring and evaluation. Regular assessments will be conducted to gauge the system's efficacy in addressing grievances, promoting transparency, and upholding employee rights. Feedback mechanisms will also be established to solicit input from stakeholders and identify areas for improvement, thus facilitating a culture of continuous enhancement within military departments.

Resolution No. 1 of 2024 represents a significant stride towards enhancing governance, transparency, and efficiency within Dubai's military departments. By prioritizing employee well-being, procedural clarity, and adherence to legislative frameworks, the resolution lays the groundwork for a more harmonious and efficient military apparatus. Through proactive measures aimed at conflict resolution and the safeguarding of employee rights, Dubai demonstrates its unwavering commitment to excellence in military governance. As the grievances and complaints system takes effect, it is poised to foster a culture of accountability, fairness, and professionalism, thus reinforcing Dubai's reputation as a beacon of progress and innovation in the realm of public administration.
